Policy and Planning Manager

Samara is looking for a Policy and Planning Manager who will shape and systematize our building permit strategies. Not only will the Policy and Planning manager define internal processes that support our customer-facing teams, they'll also develop relationships with government agencies, advocacy organizations, and industry peers to promote impactful changes to the way we build. This is an in-person position; all candidates will be required to be on-site in the San Francisco Bay Area.

Responsibilities

  • Serve as Samara’s internal expert on residential building law and policy for all operating regions.
  • Develop clear, easy-to-follow standards of practice regarding planning and policy for our Sales and Project Management teams.
  • Identify the operational aspects of the building permit submission and approval process for local jurisdictions to enable the Sales team to properly scope projects and convey applicable regulatory requirements to customers.
  • Create a permitting roadmap for customer-facing teams to facilitate fast approval timelines.
  • Build relationships with local, regional, and state planning and permitting authorities.
  • Conduct outreach in key jurisdictions to identify and define repeatable pathways to success with regard to building permitting.
  • Facilitate product pre-approval in key AHJs.
  • Find pathways to expedite permit processing timelines, including third party reviewers. Negotiate master agreements with approved third party reviewers to reduce the costs of expediting.
  • Identify and investigate local incentive programs, grants, loan programs and other financial initiatives applicable to our product and develop the operational strategy for the Sales team to help customers take advantage of these opportunities.
  • Work with other teams to track feedback on permit submittals to find ways of improving approval timelines.
  • Intervene with local building officials when state law is applied incorrectly to customer projects.
  • Serve as Samara’s voice within the political landscape. Work with industry support organizations and peers to influence state-level policy related to our product category and housing construction.
  • Review public policy to identify missing elements and develop solutions for institutional change supporting Samara’s primary business lines.
  • Proactively research and summarize policy requirements in potential future markets to help inform product-market fit and expansion strategies.
  • Work with the Product and Business Development teams to determine the planning and permitting strategy for community-scale development projects.
  • Lead the policy and planning efforts in special urban planning projects designed to expand Samara’s potential customer network.

Qualifications

  • 5+ Years working in private or public sector planning/policy development and/or permitting.
  • Experience working on building permitting in California jurisdictions is a plus.
  • BS or MS in urban planning, regional planning, community development or related fields.
  • Experience working with and interpreting construction drawings and building code documents.
  • Candidates must be personable and have the ability to foster relationships with building, planning, and policy officials.
  • Passion for housing development and urban planning.
  • Ability to work in an undefined environment that will require you to wear multiple hats, stay focused, and drive towards continuous improvement.
